James Hogg Energy Assessment provides residential Energy Performance Certificates in Suffolk.
An Energy Performance Certificate (EPC) can only be issued by a qualified Domestic Energy Assessor. In order to practice professionally, an assessor must gain qualification, (in my case from the Awarding Body for the Built Environment or ABBE), belong to a government recognised Accreditation Scheme (NHER - Membership No: 5807) and undergo a Criminal Record Bureau check. Assessors must also carry Professional Liability Insurance.

What is an Energy Performance Certificate?
An EPC quantifies how energy efficient a building is and its environmental impact by providing an A-G rating where A is good and G is poor. It also issues recommendations to improve the energy efficiency of a building.
EPCs apply standard assumptions about household energy usage. An EPC concerns itself only with the energy efficiency inherent in a building, not how a building might be used by different households.
The assessor uses pre-set methodology to ensure that every property is measured in the same, consistent manner. The only variables will be the properties themselves. You would not expect a 16th century house to replicate the thermal performance of a 21st century house.
There are three principal outcomes from an EPC:
1) Because an EPC is generated using a universally applied,
standardised model, the energy efficiency of one building can
legitimately be compared to that of another.
Why do I need an Energy Performance Certificate?
Broadly speaking, it is a legal requirement to have a valid EPC if you are selling or letting a property.
The UK is a signatory to the Kyoto Agreement from which stems the EU Energy Performance in Buildings Directive. This requires member states to meet set energy efficiency targets. Each state is free to use its own methods to achieve these targets.
An EPC is one instrument the UK government has introduced to increase thermal efficiency and, ultimately, to reduce the UK's carbon footprint.
Whilst not a complete list, the following acts as a good guide to what
a DEA (Domestic Energy Assessor) will inspect, measure and record:
The floor area, ceiling heights, the number of storeys and situation (detached, semi, mid terrace etc and rural, suburban or dense urban) of the property
The heat loss perimeter - the length of wall that is exposed or semi exposed to the elements
The age of the property and any extensions if present
Wall type - Cavity, solid brick, timber frame, sandstone etc and the thickness of the wall(s)
Insulation - in the loft void, walls and floors
Glazed areas - the quantity and type of glazing (single, double, secondary etc)
The number of habitable rooms - broadly speaking, bedrooms, dining rooms, lounges, kitchen/diners that are heated from the primary heat source
Energy source - gas, Oil, LPG, Coal, Electricity etc
Primary heat source - in most cases (though not always) what type of boiler is present and its age
Heating controls - room thermostat(s), TRVs, boiler programmer etc
Secondary heat source - portable electric heating, wood burners etc
Hot water source - if present, hot water cylinder, its capacity, insulation type, controls
Fixed lighting - the percentage of low energy bulbs in fixed lighting outlets
Open fireplaces - the quantity present
Roof Rooms - are there any? What is the floor area?
Conservatory - if present, is it thermally separated from the main property?
How long will the EPC inspection take?
Depending on the size of the property, an hour to an hour and a half.
Do I need to be there?
No, but it's much better if you are.
Is an EPC just a rating of my property's energy efficiency?
It is, but the EPC also includes recommendations to achieve a more energy efficient property. The EPC will show the current and potential rating.
Is it mandatory to carry out the recommendations?
No, it's entirely up to you.
Do I need to lift carpets, floorboards etc for the inspection?
No, the inspection is non-invasive. However, an assessor can only record what is visible. If an element is not visible, predicted or assumed data is used by the software system.
Will the assessor take photographs?
Yes, photographs are taken as evidence during an inspection. All assessors are audited and photographs are required to substantiate the assessor's findings. Please note that photographs will be subject specific i.e. a boiler, radiator, room thermostat etc. and do not feature in the EPC itself, nor are they in the public domain.
How long do I have to wait for my EPC?
It should not take more than 24 hours after the inspection. If, for any reason, it may take longer, I will let you know in advance.
What happens if I disagree with the results of the EPC?
Please get in touch with me and I will do what I can to resolve any concerns you may have. If a mistake has been made, it will put it right without argument or charge.
How do I pay?
Cash or cheque on day of inspection. For your records, an invoice will be provided at the same time.
